The concept of idle oils field is a fallacy, to put it simply the oil companies have to lease the land from the government before they can explore. Once they've leased the land they have to continue paying on it, whether or not they actually find any oil, till the lease is up. So these supposed "Idol Oil Fields" in fact either never even had oil at all or the resources required to harvest it makes it financially unreasonable.
